Cycling incentives in Aussie's Liberal Platform

Looking at the policy paper prepared by candidate Peter Shmigel and presented by the Liberals to BNSW last week I found myself more interested in the incentives listed because not only would many of them be relatively cheap and painless ways to encourage more people to take up cycling, but they would help pave the way for the heavier lifting required when big ticket items like infrastructure are discussed. I’ll take them one by one, with my comments/questions following.
